New U.S. Customs Policy Set to Block International Prescription Shipments, and How You Can Help
A new U.S. Customs and Border Protection (CBP) policy beginning on Oct. 22, 2026, will virtually block all personal prescription medication parcels sent by pharmacies outside the U.S., including those from Canada. Here’s what you need to know:
Q. What is this new policy?
A. U.S. Customs and Border Protection (CBP) has a new rule titled Indefinite Suspension of the De Minimis Exemption for Mail Shipments and New Postal Informal Entry that will effectively end the ability of millions of U.S. consumers to personally import their prescription medicines.
Q. What will the rule do?
A. We have been advised that, under its planned implementation by CBP and the Food and Drug Administration (FDA), shipping medicine to the U.S. will be prohibited in almost all circumstances. The restrictions are expected to apply to pharmaceutical parcels sent by pharmacies anywhere outside the U.S.
Q. Will it affect my ability to order my prescriptions from Canada?
A: Yes, the rule will prevent people in the U.S. from getting their personal prescription medicines from Canada or any other country.
Q. Why is the government doing this?
A. The CBP is taking a new stance claiming personal prescription importation doesn’t comply with FDA guidelines – even though FDA has permitted personal medicine importation for decades. Presumably, the rule was initially set to better screen for illegal narcotics or undervalued merchandise that was avoiding proper tariffs, however CBP has said it will now also prevent personal prescription medicines from being delivered to the U.S.
Q. What will my options be if this rule is enforced?
A. Consumers will need to purchase from a U.S. pharmacy and pay U.S. retail prices for their medicines – regardless of their ability to afford them – or likely go without. The rule is focused on enforcement of strict regulations that the FDA previously acknowledged for decades should be measured in a discretionary manner so that Americans don’t have to abandon their treatments due to cost.
Q. What is CPPI doing to oppose this rule?
A. CPPI is fighting this rule from being implemented or enforced through Congress, the media, and public awareness. The federal government needs to continue to allow personal prescription medicine importation, letting millions of Americans to continue getting their life-saving and life-enhancing medicines at prices that are much more affordable than buying them in the U.S.
